Joe, I went thorugh the same thing just recently - the van kept dying, like it was starving for gas. Replaced both filters, didn't help. My fuel pump was making a constant whining noise, fairly loud. I blew some compressed air into the tank outlet, that seemed to fix my problem - so I thought.

Then, in the heat of phoenix, on the freeway, the van dies. I pull the fuel line off the tank outlet, and nothing comes out. Blowing air into it would cause a little gas to come out, then it would quickly clog. I swapped the supply and return lines, and that seemed to fix it for the last week or so.

I just put a new, used tank in, and that seems to have solved it - the fuel pump isn't whining anymore, anyways. When I pulled the old tank and looked inside, it was pretty rusty (although the exterior looked fine - no rust). As far as I could tell, there was only a small, quarter size inlet screen(that supplies the tank outlet), looked like it would get clogged pretty easy. The new tank I have has a much larger funnel shaped screen - much more fuel gravity-flows out of this tank.

BTW, I fully endorse vanagonparts.com - I feel I got a good price on a used tank in great shape - thanks Jeff.
