I had the EXACT same problem with my 90' westy. Turned out to be a faulty resister the size of my fist.

it is located behind the front left headlight. [it really is, must be to cool it off by wind] mine was a blue/green color. You wil be able to tell it's damage on site, or at least i could. mine had burned itself and cracked. it's very large.

i had to get a new one from a VW dealership. $40-50. If it's broken, the high fan kicks on instead of the low. and way more often. it's very much, louder and more annoying. Hope it helps.

p.s. this "resister" is not listed in the 'bentley' manual.... far as i could tell.
