Minor snake oil. Oil is more of an insulator than conductor of heat. As it cools on the surface of a can or inside an oil cooler, the slightly thicker viscosity will cause it to flow slower than the oil inside the passage thus creating an insulating barrier. This is why fin and tube style oil coolers have internal spirals to help stir things up. Flat plate style coolers with multiple parallel paths work best.
