Failed California Smog Test.

I failed the high rpms for HC. Limit 180 and I got 344. I got oil change, put carbon cleaner in tank, filled with Cheveron Techeron Supreme and had them test again. This time it was worse and the HC kept changing. It started at 800 then in a few seconds it went to 400 then 160, then back up to 400 range, very irratic. The maximum allowed for California is 180 so I'm way over the limit.

Any idea what could be causing this?
