The fan switch contacts have probably melted. This switch carries a lot of current and they often overheat if run on high too long. (has happened to me twice, although not on the Vanagon, since my fan barely works...) It's the same switch used since early Rabbits, and is cheap to replace ($10 or less). For now, try unplugging the switch to kill the fan.
