I've experienced something very similar. In my case it was a short between the power wire to the lighter making contact with ground at the lighter mounting point. Easy way to confirm is to simply unplug the wire to the lighter and see if you problem persists. If it goes away, then you know that was the culprit. If not, then further investigation is in order.
