As it turns out this is actually the end of the solid coolant line. The inner part of the tube is metal and there is a nylon exterior - this is the end of that exterior part, torn off completely.

The other coolant line still has the end intact, kind of wrapping around the metal part. I suppose that I could replace this line or just try to get the hose to seal on the remainder, without benefit of the raised area that is torn off to act as a "stop" for the clamp and the hose. --
