Short the sender terminals -- if gauge stops blinking then may be poor connection or sender electrodes coated or mixture way off. If still blinking (likely), then input voltage to gauge wrong (outside of 9.5-10.5 volts btw gauge +12 terminal and gauge ground terminal) or gauge itself bad (likely).

If opening (unplugging) the sender makes the gauge go full-scale, then you have the older type gauge controller (likely on an '84), and any blinking without high-temp indication on the gauge is either bad gauge or bad voltage.
