No need to remove the cabinets. (yet) Open the rear "flat cupboard" and take all your books and junk out so you can access the floor of the cupboard. Remove the 2 screws that hold the metal plate in and remove the plate. Voila! The water tank is exposed. You can remove the tank lid to inspect and clean. Your leak is probably where one of the sensor wires goes into the tank, or maybe a hose that's damaged. You can access pretty much all you need through that cabinet floor, unless the tank itself is damaged and needs to come out. New hoses can be fished through without removing the cabinets. (BTDT, mine were disgusting inside)

The city water connects straight to the faucet, and not through the tank. It's probably safe to use it until you get the tank thing fixed.
