Take a close look at the bulb connector. It may be a corrosion problem.

On mine ('85GL) the parking & T.S. lights are the same bulb but use different filaments (2 pins plus shell). One connector pin basically disappeared due to corrosion. No choice but to replace connector assembly. This time using silicon grease to better weather proof the assembly.
