In part, i will agree with this, Sam. Simply adding brighter lights can cause more problems for other people than it helps yourself.

However...

U.S. spec lights are pretty much downright lame. The big thing you missed in your point was quality of light dispersion. Check out a set of european spec headlights (e-code). Not only are they brighter, but they have a better dispersion. A sharp cutoff so you don't blind others, and it has an upsweep on the left side to illuminate elevated road signs.

A lot better and more thoughtful than a puddle of yellow light not too far ahead of the nose of the van...

I absolutely concur that one should think about the consequences of one's modifications on other drivers, though.
