Here goes. Clean the window surround and the rubber gasket until you can eat off it. If you know a rabbi, even have him come over and do the kosher thing to it, then wax the hell out of the window surround. Once all is clean, mount the rubber to the window frame flange. Take a piece of small line which is about 4 feet LONGER than the perimeter of the window and fit it into the groove of the gasket. For the line, nothing is better than a cotton clothesline which has been used for about 5 years. Overlap the ends of the line as if you are tying an overhand knot with the window in the bight of it.

Now, lubricate the groove of the gasket and the window surround. Everybody has their own flavor of window gasket lube, but the best I have come up with is Murphy's Oil Soap. Once everything is greased up, have your helper place the bottom of the window onto the lip of the opening. While he is firmly applying inward pressure to the window, grab BOTH ends of the line and pull them inward and upward towards the center of the window. The gasket will be pulled over the flange slicker than shit. Now is about the time you say to your helper,"Don't let go!" while you keep pulling on the ends of the rope ever towards the center while working around the window.

I've seen the splines installed before and after, but without an installation tool it is easier to install them beforehand.
