One or more of the many rubber grommets or vent hoses on top
of the tank is trash. (or maybe the fuel gauge sender o-ring)
You can get a kit of replacement parts from Volks Cafe
that has all the required parts. You pretty much need to
remove the fuel tank to do the job. Run it nearly out of gas
first.

My tank is out right now to do this very job.
Hopefully I will get it put back in this evening....
