Actually, I did NOT rewire the headlight ground.  I couldn't find an
available slot on the two blocks above the fuse block.  I didn't think much
of it, but it sounds like it makes a difference.  Is there another place to
ground in the vicinity?

I did not check the voltage at the lamp socket, but I will do so
before/after upgrading the ground.
