I checked the voltage at the headlamp socket and it's just over 12v. This is w/ out rewiring the ground. I also tested using a jumper wire going directly to the battery ground and the reading is the same. (Actually, when I first tested the stock wired headlamp socket, it read 9.5v. So after getting a 12v reading w/ the jumper, I thought for sure a better ground was in order. But then I retested the stock wiring, it read 12v. Weird. And the other headlamp also read 12v, but it took the needle several seconds to get there... Is that just poor contact w/ my meter?)

Anyway, what now? Assuming I'm already getting good voltage, is there reason to still rewire the ground? It seems that the only way to get them brighter would be w/ replacement bulbs. Maybe they're just old? I'm not trying to get super bright, just adequate and safe... And what I have is woefully un-adequate.
