I've been having this problem recently... re-did the ground connections etc. Turned out the feed from the battery simply wasn't strong enough to turn the engine over (12 month old battery, and alternator are both OK).

Anyhow, try running a direct positive feed from the starter connection to the solenoid sitting on top of it. If it turns the engine over, it's a Good Thing. If that worked, try the same again with the ignition switched on - it should start.

If this helps, simply fit a direct connection to the battery (or an appropriate feed - eg. the big fat RED cable on the starter itself) via an inline fuse and relay (search the archives for "ford solenoid") and use the original wiring from the ignition switch to trigger the relay.
