I believe I am the one who made the comment mentioned. If I am not mistaken, Bentley says to set the idle speed with the ISCV disconnected, which implies that it should idle correctly without the ISCV. I did this and and mine idles great. My problems begin when I plug the ISCV back in. I end up with surging and fast idle issues that immediately disappear when the ISCV is unplugged.

My ISCV passed the continuity test and I can hear the thing click if I apply 12 V DC, which leads me to believe that my troubles must be with the Idle Stabilizer Valve Control Unit. I think that will be the next thing I replace.
