IIRC, outrigger piece facing forward under the front passenger wheel well. In
other words, get on yur hand and knees and look sorta behind the right front
rear tire under all that dirt.

However, if all you need is the VIN, it's the same number on the plate you
see at the dash just in front of the driver as the one under the wheel well.
Unless your van has been altered.

European spec vehicles have the VIN plate on the passenger side.. typically
in the door jamb area.
