Probably, but you'd be hard pressed to find any (decent) auto body shop willing to touch it with a 10 foot pole if you wanted to get it painted. That is, if you're hoping to get it sprayed on top of that primer. Anybody willing to give any sort of guarantee would insist on sanding the whole thing down to factory primer.
