The total gasoline consumption for the US in 2002 was 130,735,000,000 gallons, which would imply, from your statement, that the US federal budget has a hit of about 1.3 trillion dollars just to support gasoline, which ignores oil and natural gas for electrical production, plus all the other uses for oil.

What you heard is obviously absurd.
