That would be legal, so long as he doesn't charge an entry fee.

We're mostly friends here, and, as friends, we almost certainly could
get through this, but there are reasons that these things are tightly
controlled by the gummint.  If just one member of this list were to get
his nose out of joint and go to his local attorney general and bitch
about, say, the procedure for selecting winners, or what have you,
Chris' ass would get nailed to the cross.  I advised him, as soon as I
read his initial post, that this would be a problem.

I agree that the idea is a fun one, but I wouldn't try it with my own
family, much less folks from around the world, most of whom I've never
met.

Ok...so a raffle might be illegal, but I remember reading recently
online
where a woman was conducting an essay contest with the prize being a
piece
of real estate.  The legality issue was raised in the article, but since
it
was a contest of skill and not luck it was not considered gambling.

So maybe Chris should change it from a raffle to a contest of drain plug
art, or a Vanagon haiku.
