My mind says Idle Stabilizer Control Unit.

Search the archives for ISCU... there is ample info on this rather complex and pricey system.

The Idle Stabilizer Valve (ISV) is also involved, and often one of the parts fails and kills the other. Be careful if replacing, as you may find that the new replacement gets a burnt out transistor if the other part was bad.
