It is my belief that the failure of the fan to operate at low speeds is more often due to failure of the fan ballast resistor than the temp switches in the radiator. The resistor assembly is located behind the drivers side headlight frame. I believe the part number for this is 251 979 284 H. I've had this part fail myself on several vehicles.
