Cell phones are fine for calling a known number. OR receiving and send faxes OR receiving incoming calls from various sources not all of whom you may wish to speak with at the time. As such they are "defined point to point communications links". A CB is broadcast, sent to anyone who may be listening on that channel at the time. Nice for asking for assistance locally, finding out otherwise unavailable information regarding road conditions, availability of necessaries such as showers, food, inexpensive fuel. Also fine for chatty stuff with others of various social strata who also have a CB. Good for impromptu language lessons, listening to life on the road, soliciting companionship, asking WTF the traffic has been backed up for seventy miles east of Moose WY, and learning that the road is CLOSED/CERRADO/FERME due to fire.

YMMV and transmission distance will vary. FWIW I have for sale a CB with controls all on the microphone/handset.
