"Should not" doesn't mean "does not". But in that situation I would fix the wiring to ensure that the relay doesn't have a hot signal without the hazard switch on. It sounds to me like someone at some point probably tried to fix a problem with the wiring either without a wiring diagram or without having to buy any parts. It would most likely be easier to fix than to create a buzzer to warn about it.
