Sounds like the Australian aftermarket rear bumpers that were available years ago. Big heavy duty alloy channel, like that used for bullbars, also great for use as a rear step. Another approach was expanded mesh top with heavy strap used as the bumper face with a pintle hook in the middle. Strong as heck, could happily carry a couple of big guys on the step, and no one would dare run up your backside. Just looked bit industrial, which was okay as it was, and still is, used by the national Telco techs.
