if its angled downward, you have either installed it wrong or your tow loops
are bent. most likely the latter.  i have the exact same Go-Westy 2" reciever
hitch that bolts to the tow loops on my own van, and it isnt angled downward..

and PS it does have BALLS as ive towed a fully loaded trailer with it made
from the back of a chevy pickup (still with diff and axles...read..HEAVY)
