Sounds like Q-Pad marketing bumpf.

"It's almost like a stick-on sandbag." Well that implies mass rather than a heterogeneous mixture that is the sound attenuating mechanism.

PS used self adhesive roofing material (asphalt and filler matrix, quite heavy, quite inexpensive) up to 4 layers thick on my van.
