On the '99 (not sure about the '00), VW extended the warranty on the window regulator due to the problem. Check it carefully. If it has a problem (i.e. binds), I don't know if the warranty is transferrable but even if not, the current owner (if he's the original one) can perhaps take it in to the dealer for you before you buy it.
