Yes, there is a sensor that kicks up the idle. It is mounted on the power steering pump outlet. The fact that the engine is then hard to start indicates another problem. You should avoid turning the wheel to full lock or for that matter, avoid turning the wheel if the van is not rolling. The high pressure caused by this operation contributes to rack failures, (leaks).

I am having kind of a wierd thing where at full steering lock either direction the motor periodically stalls and I have a hard time getting it running again.

Is there a sensor that maybe kicks up the idle when the pump is loaded that is bad?
