Aren't these the same lamps that were used on the GTI/GLI grilles? If so, replacements are available from the aftermarket:

How about using quad-7'' headlights as in the Scirocco? Cheap at a junkyard/Ebay near you. Has anyone figured out a good way to mount these? Couldn't you use another round-headlight grille to cut out the trim for the inner headlights?

I think the real question is what alternative lights are cost-effective functionally and cosmetically pleasing. To help my crappy DOT 7'' headlights I use Hella driving lights which, when aimed properly, help out a great deal.
