There is ONLY ONE MAIN REASON for shear bolts. Security, or make it difficult to remove. One of a special group of fasteners designed to make it hard to remove or prevent vandalism. Of course we all know how easy it is to remove "those" shear bolts. I was at PYP today removing dash and it took me all of...10 minutes to remove whole thing including shear bolts. So much for "security"! Besides why would potential thief drive with steering wheel in his lap...? As far as theory that those bolts need set torque. All bolts do It's a hell of a lot easier to use torque wrench to set correct torque. Leon 85 Subwagen
