I'm not sure if they have electric or not, but the Beartree campground in the Mt Rogers NRA is a very nice campground and convenient to the creeper trail. I believe, in fact, that there is a connector trail that will let you get on to the creeper trail from the campground. If you are using a shuttle from Damascus to Whitetop Station, then Beartree is convenient to there as well. http://www.southernregion.fs.fed.us/gwj/mr/
