My guess would be a bad ground.  So when you press the
brakes and the brake lights come on, you are taking
the ground from the turn signals, causing them to
flash quickly.


Check the turn signal bulbs - polish and grease all
bulbs.  And if you have a multi-meter, check each
ground.
