Thanks for all the info. I went and bought a $12 Bosch fuel filter,
found that the PO had someone else put a generic filter in (too big,
dented from the clamp that holds it to the frame). Once I got it all
replaced, the engine turned over after the pressure came back. 

I took the Carat around the block, and realized how much power I did not
have with that old fuel filter. Hesitation off the line is all but gone,
and it has torque again! I am now going through the rest of the tune-up,
and replacing those old fuel lines.

I have learned over the years to start with the most basic 3 needs, as
you all described, and then start looking at the more expensive
alternatives. It has paid off each time.
