You misunderstood my problem. I have water that accumulates in the luggage rack WHEN I HAVE A CAR COVER ON. There is NO water in the actual luggage rack (which is under the cover). Rather the luggage rack serves as a hole that the car cover falls in to, and hence accumulates water. Since my car cover is water tight...the water stays there.
