You need a current health inspection certificate from your vet. In
California, it is a Department of Food and Agriculture form  that is
titled "Certificate for Interstate or International Movement of Small
Animals." Other states have similar forms. It is supposed to be issued
within 10 days of your border crossing and signed by your vet. I always
carry this when traveling to and from  Mexico. It is the same paperwork
you need for going in and out of Canada with a dog (or cat). If you have
the certificate, no one will ask for it. If you don't have it, then the
Customs Agents will ask to see it (you know Murphy's Law). I find that
going into Mexico is not a problem. The Mexican Customs officials have
never asked for the paperwork, but entry back into the USA is when they
tend to hassle you more about those kinds of things, and they will
probably ask to see your dog's health certificate. If your dog is asleep
and out of sight when you cross the border, and they don't specifically
ask if you have a pet, then I don't mention it either. In any case, it
is best to have the certificate.
