Aha! What affect does running both heaters on full blast have on the problem? If this significantly improves matters I would investigate how efficiently the radiator is getting rid of heat. May be time for a new one. Failing water pump bearings are known to release the metal into the coolant. Which ends up deposited, mainly, on the inside of the radiator. That is why Bentley recommends a flushing after this event.
