Go to Harbor freight and buy a cheap inertia puller set. Take the attachment that looks most like a hook and use a dremel tool to turn it into a sharp hook, grinding off any excess to the rear of the hook because you don't have much room to play around back there between the rear end of the busing and the bottom of the drill-hole in the starter housing.

make sure that you feel it is hooked, and give it a few pulls on the inertia slider hammer and it'll come out.

If you want a simpler method and have the patience and skill with a hammer, grind a very sharp angled point on a the largest cold chisel that will fit into the hold and have at it with a hammer until you get all the chunks out.

The new one will tap right in. If you need a new starter, you need a new bushing, so don't think you've created extra work for yourself.

Be sure to grease it before re-installing the new starter.
