The speedometer cable is driven by the front driver side wheel. There is a cap on the wheel, and the cable protrudes from this cap through a square whole. An E-clip holds the cable in place. If this cable is loose, over time, it eats away at this square whole until is rounds it slightly and then the cap spins around the cable instead of turning the cable. The fix is either a new cap or beat the square whole in place on the old cap with a hammer and square is nicely with a square file. When you do this, ensure the cable is snug against the cap. The cable should not have any in-out play. If it does, I have put a thin washer behind the cap to keep the cable snug. I guess you could put the washer in front of the cap as well.
