Don't know about the paint color, but it would seem reasonable that a lighter color van would heat slower than a darker one, up to a point. Like if you drove from under a tree to sit out in the sun. The lighter one would heat up slower inside than the darker one, but eventually they both will be equally hot. A good UV rejection window tint makes a HUGE difference in how fast the vehicle heats up from solar radiation, as the uv passing through the glass really heats the air inside.
