You'll have to be very lucky to find a used one in perfect shape. I've peered under quite a few instrument cluster covers and I have yet to find an instrument cluster with its mounting lugs totally intact. There is usually enough of a remnant of the lug to catch it under a larger sized washer. In one extreme case, I had to fabricate new lugs from some Micarta. Those were bulletproof.
