Mark and for anyone else politically curious,

Molly Ivins, a political pundit from Texas, and perhaps others, frequently called George W. Bush "shrub" while he was governor of Texas. Of course, she/they were not being flattering. Her writings assert there is a great gap between what Bush claims happened during his time in Texas and the reality, as does a lot of other data.

So, from that and the context of Pensioner's post, I am sure that the "shrubbery" refers to Bush and his croonies in D.C.

My son who enjoys Molly Ivins' writings just came home and told me that George W. was first referred to as shrub by a member of his father's administration. Interesting.
