Here's my suggestion:

1) Buy an impact driver. $10. You'll wonder how you lived without it.

2) Use a Dremel type tool (if you have one) to cut a slot in the top of the bolt, to make the bolt look like a slotted screw top.

3) Stick the impact driver in the slot you just made and hammer away!

(Is there enough room for an impact driver and a hammer?)

4) If that doesn't work you can just cut off the head with the dremel, then grind a new slot in the remainder after the axle is out. Then there will definitely be enough room for a hammer.
