They could both be right. (following comments apply to US market only)

The problem is that the ECU is set differently for the Eurovan than it is for the same engine in a Gold/Jetta/Passat.

In the Eurovan, VW detuned the VR6 for better torque at low rpms, but less overall HP (hence the 140hp figure.) In other VW's (except the Corrado) VW tuned the engine such that the VR6 was 172hp. In the Corrado, VW's specs were 178hp.
