It *is* two relays fused together.  I believe the California version has 13
wires and the Federal version 11, but the best way is to read off the part
number.

071 906 059 is the VW number for Federal
071 906 059 A is the VW number for California

Bus Depot list the Bosch numbers as:
0-332-514-120  Federal
0-332-514-125-310 California
