You have two possible issues here. The fan, and the heat itself.

Even with a bad fan, you should get good heat at highway speeds. Just moving forward at 55 mph crams enough air through the heating system on my van that I often turn the blower off entirely.

The first question is whether your thermostat is good. Is your engine warming up properly? The temp gauge on the dash should at least get past that white box at the bottom. Ideally it should run between 1/4 and 1/2 scale, even in the winter. If yours isn't getting this warm, you probably need a new thermostat.

If the thermostat is working, your heater valve may be out of adjustment, or your heater core plugged. The heater valve adjustment is easy to check -- you can drop the spare tire, reach up there and try moving it by hand. Sometimes the cable kinks or binds and the valve doesn't open or close fully.
