On 82 diesels, the heater valve is inside the passenger compartment to the left of the glovebox. In 83 and later diesels and waterboxers it is behind the radiator and normally accessed from below by dropping the spare tire door. The valve is the same in all cases and costs under $20. The same one is used in other VW models.
