The valve is on the passenger side of the heater. Reach in through the slot and there is a lever. I find that the half way is usually sufficient for good heat without taking too much from the front heater.

I have an 87 Westy. Heater underneath the rear seat stopped putting out heat for some reason. Both blowers work. Forward heater works great and there are no signs of coolant leaks or anything else that could account for lack of warm air back there. I remember reading somewhere about an isolation valve but I'm not sure where it is.
