You may need to replace both the lock and housing. There is no way however, of doing this without removing the wheel. The good new is that it is really easy to remove and replace the wheel. Make sure you mark the wheel and shaft to index it for replacement. You will need a two finger puller to remove the bushing and lock housing. Replacement is made easy by placing a block of wood down by the pedals to support the upper steering shaft during replacement. I just did this to change the ignition lock/switch in my Syncro.
